City of Graz In 2008, politics and administrative management in Graz faced a significant challenge. 60 million euros had to be saved sustainably and without one-off effects. The limit of financial feasibility had been reached. In a change process lasting several years, Haus Graz was repositioned in intensive cooperation between politics and administration. Challenge Restructuring of the city of Graz’s tasks, including all participations by utilizing all consolidation and synergy potentials. Solution Multi-year change process together with the political and administrative leadership, in which the budget is stabilized and real structural changes are implemented. Impact In addition to a successful budget consolidation, a clear structure for the performance of tasks with a uniform urban image was established, and financial leeway for future investments was created. The project The client City of Graz Duration approx. 3 years Although the administration was already pursuing professional reform processes (initial task critique, modern IT, cost accounting, internal cost allocation, process optimization, etc.), substantial reforms were due in 2008. Control via benchmark budgeting was to define precise areas of responsibility for politicians and administrative managers. The historically grown structures of the city with its municipal holdings were reorganized in a recognizable logic. All with the aim of restoring the financial framework for action and providing citizens with a modern administration and municipal services at a high level.
